TIXMSG_START_SHORTCUT_INSTALL
Signals the start of the shortcut installation stage. At this point, no shortcuts have been created and the product's start menu folder (if any) does not yet exist. The end of shortcut installation is signalled by TIXMSG_END_SHORTCUT_INSTALL.
Action scheduling
This message is sent by the CreateShortcuts standard action; its scheduling depends on the action sequences used by the installer.
